This is a 45-page booklet of the first annual report of 1865-1866 for the Vermont Reform School in Waterbury, VT. The cover is gray and includes a list of officers, followed by a report submitted on September 3, 1866 by the acting commissioner, A.G. Pease, and two advisory commissioners, L.A. Dunn and Lewis Pratt.It begins with a long discourse on why such an institution was needed and how it came to be. Eighteen tables follow showing everything from the ages and reasons for the boys being detained to the equipment and production of the farm. Finally there is a detailed building expense account as well as a detailed statement of all school expenses. |
